Government of Karnataka vide order dated 27-02-2015 accorded approval for formation of Karnataka Solar Power Development Corporation Limited (KSPDCL), a JV company with equity stake of 50% each between Solar Energy Corporation of India (SECI), GoI and Karnataka Renewable Energy Development Limited (KREDL), GoK. GoK vide order dated 29-10-2015 accorded in-principle approval to establish solar park with all infrastructure facilities for 2000MW solar power generation at Pavagada Taluk, Tumkur Dist. The KSPDCL company was incorporated as a limited company. The Ministry of Corporate Office, GoI has issued Certificate of Incorporation on 12-03-2015 under the Companies Act 2013.
KSPDCL has taken the initiative in the Tumkur district to develop the first Solar Park of the state for a cumulative capacity of 2000MW in around 11,000 acres which is the first of its type in the entire world wherein 2000MWs is generated at a single park. KSPDCL has selected land to an extent of 11000 acres in 5 villages viz., Tirumani, Rayacherlu, Vallur, Balasamudra and Kyataganacherlu of Nagalamadike Hobli, Pavagada Taluk, Tumkur district, Karnataka State to establish 2000MW solar park. The above identified land of 13000 acres will be obtained on lease basis by KSPDCL for developing 2000MW Pavagada solar park as per the Gazette Notifications issued by GoK.
Establishing solar power of 2000MW can help in bridging the gap in the state of karnataka. The distribution utilities of Karnataka shall get 90% of the power generated i.e., 1800MW from the Pavagada Solar Park Solar Park at a bundled tariff ranging from INR 3.0 to 4.0 per unit without facing the problem of transmission corridor constraint.
The transmission losses will also be reduced to some extent as the generation is within the State and near to load center. The project will create local employment for the public to a significant extent. Farmers will retain ownership of the land and will only “lease” their land to M/s. KSPDCL for establishment of the park. The land lease model could help the farmers to earn lease rent for a lease period of 28 year
Land acquisition is a major problem throughout India for execution of major projects due to the time taken and the cost involved. Both these problems have been overcome in this project as the land is taken on lease basis for a fixed amount for all land. The Solar power developers will be able to establish their park at a faster rate.
Huge unemployment in rural areas has led to migration of labour to cities in search of employment: Establishment of the park leads to creation of employment and prevention of migration of labour.
Establishment of park improves the revenue of the Pavagada Taluk, which is a most economically backward area. Solar generation will reduce the environmental related issues which is generally faced by conventional energy projects. Solar generation is a green initiative and will help in reduction of carbon footprint.
I. KSPDCL as a Solar Power Park Developer has initiated the following infrastructure works:
    a. Establishing 4 Nos of 2x150 MVA 220/66kV Sub-stations
b. Establishing 4 Nos of 4x80 MVA 220/33kV Sub-stations
  c. Establishing 2x8 MVA 66/11kV Sub-station
  d. Construction of Roads for a length of 75kms
  e. Providing Street lights along the roads and Auxiliary supply to the 220kV Stations
